This PR bumps the default Digital Asset Canton/Splice container version used by the framework to 0.6.3 and updates the generated Canton/Splice configuration/health-check logic to align with the newer image expectations.

- Bump default
SpliceVersionfrom0.5.17to0.6.3. - Update Splice app HOCON config structure (synchronizer node config, local synchronizer node path, paused triggers list, comet-bft config placement).
- Update Canton container gRPC readiness check command and record the change in the framework changeset.
